The Position: A Snapshot

Coahoma County seeks a skilled public servant to carry out the policies adopted by the County’s Board of Supervisors. They will work closely with the administrative assistant, the comptroller, and departments such as accounting, payroll, human resources, and more.

The County Administrator will work with the Board to ensure the financial stability of the County government, actively striving to grow its unallocated reserve fund, elevate its credit rating, decrease debt, install additional fiscal accountability measures, and institute multi-year financial planning, as well as several other significant financial initiatives.

Additionally, this role is responsible for taking general directions and policy decisions of the Board and executing on them, effectively outlining and delegating action items and working as a team to ensure desired results are achieved in a timely manner. The County Administrator also oversees daily operations of the County, supervises department heads and employees, stays on top of changing federal and state laws and regulations, and serves as a liaison between divisions of County government, agencies, Board members, and other parties.

Coahoma County, located in the Mississippi Delta region, has a population of approximately 21,000 residents. The County government has 129 full-time employees and 37 part-time employees across 11 different departments. The 2024 County Budget figures are $9,121,000 for the General Fund and $14,060,700 for the Special Revenue Fund.

A Day in the Life of the County Administrator

The County Administrator role is quite varied as they carry out a multitude of diverse responsibilities throughout the average workday. Any particular day could include:

  • Overseeing day-to-day operations of the County.
  • Developing and executing on action items based on the Board’s vision and policy decisions.
  • Coordinating meetings, work sessions, and presentations for the Board.
  • Liaising with various divisions of County government and agencies to ensure County-owned properties are properly managed, repaired, or improved.
  • Administering zoning and building code ordinances.
  • Creating and delivering relevant reports to the Board.

Warren County Seeks to Fill Chief Accountant Position 

Warren County Board of Supervisors is seeking a qualified person for the position of Chief Accountant.  The Chief Accountant is employed by Warren County Board of Supervisors and works under the direction of the County Administrator. 

Qualifications required:

  • Knowledge of accounting procedures as prescribed by the State Auditor’s Office
  • Personnel Management experience
  • Proficient in Microsoft Office applications (Outlook, Word, Excel)
  • Skillful in Excel, i.e. formulas, drop-down boxes, complex spreadsheets, etc.
  • Bachelor’s degree in Accounting from an accredited college or university is required with 7 years of relevant work experience, or 10 years of work experience in Accounting in lieu of college degree

Duties & Responsibilities:

  • Ensure compliance with federal and state laws pertaining to payroll and accounting operations
  • Supervise and assist accounting department with payroll, accounts receivable and payable as well as state and federal reporting
  • Monitor internal controls; work with auditors during yearly audits to ensure financial compliances are in accordance with state requirements
  • Perform routine accounting tasks
  • Provide budget reports as requested by departments throughout the fiscal year and ensure expenditures are within the budget
  • Lead in preparation of the annual financial budget
  • Oversee administration of requirements related to local, state, and federal grants
  • Brief county administrator of accounting and payroll operations

HARRISON COUNTY/COUNTY ADMINISTRATOR The County Administrator oversees the day to day operations of all policies, staff, and County funds approved by the Board of Supervisors. ESSENTIAL JOB FUNCTIONS: ≈ Ensures that all orders, resolutions, regulations, and policies of the Board of Supervisors are faithfully executed. ≈ Notifies all department heads, elected officials and employees of any changes in current policies as adopted or new policies; implement and monitor all county policies, recommend, develop and review all policies; ensure all orders, resolutions and regulations required by the Board of Supervisors are executed; approve agenda items for Board meetings and verify all actions of those meetings for minutes. ≈ Prepares the annual budget for consideration and presents to the Board along with preparation of tax levy; meet with department heads to review any changes or questions prior to setting up budget hearings with the Board; provide a comprehensive spreadsheet to the Board that includes all department budgets by fund with a column for comparison from approved budget in current fiscal year to proposed budget. ≈ Reviews estimated revenues with Comptroller, millage rates and tax levy; the Comptroller assists with budget preparation for revenues, debt service, fund balances, and tax levy and is included in the budget hearings; enter all data for each budget in AS400 ≈ Upon adoption, monitors all expenditures and revenues for each department and make sure they stay within 25% of budget per quarter; approve line items transfers and emergency purchases and make recommendations for budget amendments or requested by departments; exercise supervision over all purchases verifying state laws and procurement standards are followed, oversees receiving and inventory control including a current asset list; send to local newspaper for publication and distribute to all departments and agencies. ≈ Exercises supervision over any and all purchases that shall be made from vendors whose bids have been accepted by the Board of Supervisors under the provisions of law; have general supervision over the receiving, and inventory control of these purchases. ≈ Exercises supervision over the consultation and approval on all assessments of real estate and personal property rolls once accepted by the Board of Supervisors from the Tax Assessor's office. ≈ Serves as the liaison officer to work with the various divisions of County government and agencies to see that county-owned property is properly managed, maintained, repaired, improved, kept or stored. ≈ Generates reports to the Board concerning the affairs of the county and keep the Board fully advised as to the financial condition of the county and future financial needs . ≈ Responsible for keeping the Board of Supervisors informed as to Federal and State laws and regulations which affect the Board of Supervisors and the county; advise the Board as to the possible availability of Federal or State grants and assistance for which the county may be eligible, shall assist in the preparation and submission of plans and project specifications necessary to acquire such assistance, and shall be the administrating officer of County grants from State and Federal sources. ≈ Receives inquiries and complaints from citizens of the County as to the operation of Count government, investigate such inquiries and complaints, and report findings to the Board and the individual Supervisor of the District from which such inquiry or complainants. ≈ Responsible for securing insurance coverage on such county property as the Board shall decide should be insured and of securing any other insurance required or authorized by law; he or she shall work out a plan of insurance for the County which will ensure minimum premiums. ≈ Works with professional consultant to develop specifications based on current insurance policies and benefits being provided to develop criteria for receiving RFP for all coverages; along with the Board appoint a committee to review and evaluate all proposals received and set up meetings for each to provide a presentation to committee before making a recommendation to the Board. ≈ Reviews all policies throughout the year and meet with insurance representatives on any issues or concerns; notify representatives of new assets or deletion of assets throughout the year on county property; review billings once Comptroller has reconciled the accounts and making sure Insurance Administrator is contacting employees of any issues or payments due to county or refunds to them. ≈ Resolves any issues pertaining to insurance that may require Board approval such as: insurance premium increases for retirees, COBRA increases, premiums not received from employees or withheld from payroll. ≈ Prepares the budget for consideration by the Board of Supervisors and assist the Board in the preparation of the Tax Levy, however, the Sheriff, any governing authority, as defined in Section 3 1-7-1, funded in whole or in part by the Board of Supervisors and any Board of Commission funded in whole or in part by the Board of Supervisors shall be responsible for preparing their respective budgets for consideration by the Board. ≈ Responsible for making inquiry of any person or group using County funds including any and all claims that are paid with said County funds appropriated by the Board of Supervisors as the use or proper use of such funds and shall report to the Board of Supervisors as to such findings. ≈ Responsible for the general supervision over any and all data processing throughout the county to include all computer related equipment and necessary contracts for the maintenance of said equipment. ≈ Provides direct oversight of over 30 departments (excluding Road & Bridge department and County Engineering or Elected official offices) including the appointment and removal of employees and all personnel actions; supervises orientation for new hires, background checks and physicals are completed prior to official employment. ≈ Signs off on all reprimands or terminations prior to submitting or meeting with employees and verifying all reprimands confirming County policies are documented properly with policy number they have violated including future disciplinary action if continued. ≈ Responsible for the general supervision over any and all maintenance for County owned and/or leased buildings and grounds. ≈ Responsible for the general supervision over any and all maintenance and/or construction of the Sand Beach. ≈ Represents the County at various conferences, community events and special programs. ≈ Responsible for the general supervision over any and all County refuse collection procedures in conjunction with the Solid Waste Management District and the Wastewater Management District and act as the representative for the Board of Supervisors and said agencies. ≈ Responsible for the general supervision over any and all Planning, Zoning and Building Code ordinances adopted by the Board of Supervisors and shall administer such ordinances. ≈ Responsible for the general coordination responsibilities over county-wide beautification projects in conjunction with the Harrison County Beautification Commission. ≈ Recommends and reviews all salary ranges, job descriptions, responsibilities and qualifications prior to positions being posted; review Employee Handbook with Human Resource Director and make recommendations for updates. ≈ Oversees and supervises all inter-locals with cities, adjacent counties, schools, MOU's, contracts, agreements, leases, rentals, County property appraisals, or purchasing of property, and County School 16 section leases; notify BOS and agencies prior to expiration dates and handle updating and submitting to agenda for Board approval. ≈ Meets regularly with the Board of Supervisors and have full privileges of discussion but not vote. ≈ Performs any and all other administrative duties that the Board of Supervisors could legally perform themselves and that they can legally delegate without violating the laws of the State nor impinging upon the duties set out by law for other officers.
