About the Position

The Clarke County Board of Supervisors is seeking a qualified individual to serve as County Administrator / Comptroller, pursuant to Mississippi Code Annotated § 19-4-1 et seq. The County Administrator / Comptroller is appointed by the Board of Supervisors and serves as the chief administrative officer of the county, responsible for overseeing daily governmental operations, managing county finances, coordinating with department heads and elected officials, and ensuring the efficient delivery of services to the citizens of Clarke County.

Duties and Responsibilities

Under the direction of the Board of Supervisors, the County Administrator / Comptroller shall perform duties including, but not limited to:

  • Administer all county affairs under the control of the Board of Supervisors and carry out the general policies of the Board in conformity with the annual budget

  • Prepare the annual county budget for consideration by the Board of Supervisors and assist in the preparation of the tax levy

  • Manage funds appropriated by the Board, monitor expenditures, and report findings regarding proper use of county funds

  • Supervise and evaluate department heads and county personnel; oversee hiring, training, and personnel management

  • Report to the Board of Supervisors on the financial condition of the county and advise on fiscal matters including managerial accounting, forecasting, and cost control

  • Inform the Board of Supervisors on federal and state laws and regulations affecting county operations, with particular attention to Mississippi governmental law

  • Prepare and maintain a perpetual inventory of all county-owned personal property, buildings, and real estate

  • Secure and manage insurance coverage on county-owned property

  • Receive and investigate citizen inquiries and complaints regarding county government operations and report findings to the Board

  • Meet regularly with the Board of Supervisors with full privileges of discussion but no vote

  • Perform all other administrative duties that the Board of Supervisors may legally delegate pursuant to state law

Minimum Qualifications (Required)

  • Bachelor’s degree from an accredited college or university (public administration, business administration, accounting, finance, or a related field preferred).  Equivalent prior experience in local government executive-level administration, accounting, finance, and audit may substitute for a bachelor’s degree.

  • Knowledgeable experience in one or more of the following fields as required by Miss. Code Ann. § 19-4-1: work projection, budget planning, accounting, purchasing, cost control, personnel management, or road construction procedures

  • Demonstrated experience in managerial accounting, budgeting, and financial forecasting

  • Working knowledge of Mississippi governmental law, including statutes governing county operations and the duties of the Board of Supervisors

  • Proven experience managing and directing department heads, supervisors, and staff

  • Strong leadership, communication, organizational, and interpersonal skills

  • Ability to work effectively with elected officials, county employees, and the general public

Preferred Qualifications

  • Master’s degree in public administration, business administration, or a related field, CPA, or a Juris Doctor degree

  • Prior experience as a county administrator, city manager, or similar executive-level position in Mississippi local government

  • Familiarity with State Auditor continuing education requirements for county administrators

  • Experience with county road administration, public works, and infrastructure management

  • Experience in purchasing, procurement, and cost control within a governmental setting

  • Familiarity or experience in economic development at the local, state, or federal level

Compensation and Benefits

Salary is commensurate with qualifications and experience. The County Administrator serves at the pleasure of the Board of Supervisors pursuant to Miss. Code Ann. § 19-4-3. Clarke County offers a very competitive benefits package including retirement through the Public Employees’ Retirement System of Mississippi (PERS), health insurance, and paid leave.
